House Bill 207 makes it mandatory for motor vehicle dealers, manufacturers and distributors registering with the Department to register electronically. All initial and renewal registrations must be made through DRIVES e-Services.
New and used vehicle dealers must obtain a NMVTIS report for any used vehicle offered or displayed for sale, and must display a warning on the vehicle when the report indicates the state has branded the title.
A dealer who does not have an established place of business in California, but who is currently authorized to do business in this state and who has an established place of business as a vehicle dealer in another state, is not subject to licensure under this article if the business transacted in California is limited to the importation of vehicles for sale to, or the export of vehicles purchased from, persons licensed in California under CVC 11700 et seq., 11700.1.
4. If presenting the certificate of origin or the previous owner's title, be sure the date sold, the odometer reading and the purchase price have been completed on the back. The dealer or the previous owner(s) and you must sign the back of either of these forms.
Customers are encouraged to continue to conduct RMV registration transactions by working through their insurance agents and auto dealers who are able to complete bulk transactions in-person through Business 2 Business (B2B) services (Chicopee RMV is strictly a B2B location and walk-ins cannot be conducted), electronically use the Electronic Vehicle Registration (EVR) Program.
A 6.25% sales tax will be collected at this time based on the purchase price of the dealer sale. If the dealer is not registered with the Department of Revenue or the vehicle was purchased through a private sale, the sales tax will be calculated at 6.25% of the purchase price or the National Automotive Dealer Association (NADA) clean trade-in value, whichever is higher. If no clean trade-in value is available a default value agreed upon by both the Registry of Motor Vehicles and the Department of Revenue will be used.

If you no longer have access to the e-mail associated with your account, you need to create an account using your new email address. The Primary User or Admin for your dealer can then assign you a role.
The pre-licensing training requirement applies only to dealers with an independent motor vehicle GDN. These dealers are licensed to buy, sell, or exchange used cars, trucks, motor homes, neighborhood vehicles, recreational off-road vehicles (ROV), all-terrain vehicles (ATV), and utility vehicles (UTV).
The licensing training requirement does not apply to independent motorcycle dealers, independent travel trailer dealers, independent mobility motor vehicle dealers, utility trailer/semi-trailer dealers, wholesale dealers, wholesale auction dealers, salvage dealers, or franchised license dealers.
